CORRECTIONAL SERVICES PS UNDERSCORE CRITICAL ROLE OF PROBATION OFFICERS IN THE CRIMINAL JUSTICE SYSTEM

Correctional Services Principal Secretary Dr Salome Beacco on Wednesday held a meeting with the leadership of Probation and Aftercare Service (PACs) in an endeavor to re-evaluate the technical unit's direction for the new year and align its operations with national priorities.
The session that was held at the Prisons Staff Training College in Ruiru brought together the leadership at the Probation and Aftercare Service, regional, county, institutions and station level managers.
Speaking during the meeting, the PS underscored the critical role played by probation officers in the criminal justice system in facilitating rehabilitation and social reintegration of offenders thereby reducing recidivism and promoting public safety.
“You manage the delicate balance between public protection and offender rehabilitation. You hold the keys to building safer communities and second chances. Let us leave this place re-energized, recommitted to our mandate, empowered in our leadership, focused on performance, and fiercely proud of our noble cause.” She told the forum.
She said the government remains committed to addressing the challenges faced by probation officers including their welfare and the adoption of latest technologies to further enhance operations at the department.
She told those attending the meeting that the department has realized a pivotal legislative milestone with the development of legal and policy frameworks within the State Department that firmly embeds the philosophy, mandate, and institutional identity of the Department within the national legal framework.
“This framework does not merely adjust functions; it elevates the Service into a fully recognized pillar of the justice system, with defined legal standing equal to the weight of its responsibilities in rehabilitation, reintegration, and community safety.” She observed.
The draft Kenya Correctional Service Bill and the National Correctional Services Policy are now before Cabinet Secretary for onward processing.
While lauding the efforts of the PS in transforming the department, Acting Probation and Aftercare Service Secretary Shadrack Kavutai said the progressive policies have witnessed radical transformation within Probation and Aftercare Service.
Wednesday’s engagement by the PS was the latest in a series of meetings with heads of technical units that have included a session with the leadership of the Kenya Prisons Service as well as heads of chaplaincy and welfare services.
