14TH NATIONAL DEVELOPMENT IMPLEMENTATION COMMITTEE– GOVERNANCE AND PUBLIC ADMINISTRATION SUB-COMMITTEE MEETING HELD

Correctional Services Principal Secretary Dr. Salome Beacco says the department is fast-tracking priority programmes aligned to the Bottom-Up Economic Transformative Agenda through a-whole -of -government approach.

Appraising the 14th National Development Implementation Committee– Governance and Public Administration Sub-Committee meeting chaired by Internal Security PS Dr. Raymond Omollo on latest progress, the PS said the department has recorded gains in various areas including digitalization, legislative and policy and general welfare of officers within the Kenya Prisons Service.

She said the department has been embedded in the World Bank’s Kenya Digital Economy Acceleration Project that will help modernize prison operations, enhance security, and improve rehabilitation by connecting correctional facilities to the internet for virtual learning and automating processes via a single solution.

The department, through the Ministry of Interior and National Administration, is also fast-tracking the finalization of the Correctional Services Bill and Policy, that seeks to overhaul the legal framework for correctional institutions, with the process on course for Cabinet consideration by April this year.

Among other reforms include the improvement of security officers’ welfare and working conditions with phase one and two of salary review already implemented while Phase III will take effect on 1st July 2026.

The government is also building 28,000 institutional housing units for the state department, 30 per cent of which are already underway to address the housing challenge while a multisectoral team is working on the possibility of having reformed offenders issued with police clearance certificates.

Others who attended the meeting included Internal Security PS Dr. Raymond Omollo, Parliamentary Affairs PS Aurelia Rono, Science, Research and Innovation PS Prof. Shaukat Abdulrazak, Housing and Urban development PS Charles Hinga, Immigration and Citizen services PS Belio Kipsang, Devolution PS Michael Lenasalon, Solicitor General Shadrack Mose and other senior government officers.
