GOVERNANCE, JUSTICE, LAW AND ORDER SECTOR WORKING GROUP LAUNCHED

State Department for Correctional Services Principal Secretary Dr. Salome Beacco Monday launched the Governance, Justice, law and Order Sector (GJLO) Working Group whose membership is drawn from 16 sub-sectors.
The PS congratulated the appointees urging them to work diligently to ensure the full actualization of the work plan as stipulated.
“The GJLO sector working group should ensure that all activities in the sector are completed in line with the budget currently contained in the circular. This calls for commitment, cooperation and teamwork within the sector in order to meet the strict deadlines,” she said.
The working group received a shot in the arm after its work plan for the preparation of the Financial Year 2025/26 and medium-term budget was adopted.
The Final Sector Budget Proposal is expected to be submitted to the National Treasury by 28th November 2024.
The working group is expected to provide independent evidence-informed advice to the government to assist in policy formulation. It will also be expected to formulate coordination structures to facilitate dialogue and alignment of activities among the stakeholders within the sector and be a platform for sharing and allocating resources.
It is also tasked with reviewing sector strategies in line with the overall goals outlined in Vision 2023, MTP IV and the Bottom-up Economic Transformation Agenda (BETA), approving the list of projects to be included in the budget and determining the level of funding, use zero-based budgeting technique to analyse the baseline funding requirements and remove all one-off expenditures for the previous year.
It will also identify projects to be funded under the Public-private partnerships framework, identify activities, projects and programmes and allocate resources using zero-based approach, coordinate activities leading to the development of sector reports, identify key stakeholders and engage them in the budget process and document the proceedings.
The technical working group is expected to strictly adhere to the National treasury guidelines issued vide circular No. 11/2024 on the preparation of the Financial year 2025/26 and Medium-Term Budget.
